I get around 200-300 fps when playing minecraft java normally but when loading new chunks my fps drops to anywhere between 90-10. Also the gpu usage spikes up to 100 occasionally. I have a pretty decent hardware (12gb rtx 3060, ryzen 5 5600G, 16gb ram) and I didnt experience any fps drops like this on my old low end pc (intel i7 3rd gen, geforce 710m, 8gb ram).
