Fps dropping drastically when loading new chunks and high gpu usage

I get around 200-300 fps when playing minecraft java normally but when loading new chunks my fps drops to anywhere between 90-10. Also the gpu usage spikes up to 100 occasionally. I have a pretty decent hardware (12gb rtx 3060, ryzen 5 5600G, 16gb ram) and I didnt experience any fps drops like this on my old low end pc (intel i7 3rd gen, geforce 710m, 8gb ram). I was getting low fps (45-60) but no lag spikes like my new pc. I would really like some help. (I took this while moving, and yes screenshots are hard)
